TULSA, Okla. — UPDATE (02/03; 3:36 p.m.) — The other defendant in the 2021 double carjacking, Carlos Alfredo Arroliga, faced sentencing on Friday, according to U.S. Attorney Clint Johnson.

Arroliga, 27, was sentenced  to 14 years in prison followed by five years of supervised release.

The defendant had previously pleaded guilty to two counts of using a gun during a crime of violence.

“Carlos Arroliga took part in two armed carjackings at apartment complexes in Tulsa. He and his two cohorts are now headed to federal prison where they can no longer threaten, terrorize and put Tulsans’ lives at risk,” said Johnson.

He continued, “Protecting our community from violence is a top priority for the U.S. Attorney’s Office and our partners at the Tulsa Police Department. I appreciate Chief Franklin and the officers who have dedicated themselves to seeking justice and protecting this community. Their work is critical to bringing violent offenders to account for the harm they cause to victims.”

U.S. Attorney Clint Johnson confirmed a man and woman were sentenced in federal court following two carjacking incidents from several Tulsa apartment complexes. A third codefendant will be sentenced in February.

Raul Hernandez-Moreno, 22, was sentenced to 225 months in federal prison and five years of supervised release for two counts of carjacking, two counts of using a gun during a crime of violence, and possession of a gun by an undocumented immigrant.

Nicole Marie Rumualdo [Hughes], 29, was sentenced to 144 months in federal prison and five years of supervised release for two counts of carjacking and two counts of using a gun during a crime of violence.

Codefendant Carlos Alfredo Arroliga, 27, is scheduled for sentencing on February 3. Arroliga pleaded guilty to two counts of using a gun during a crime of violence.

“The defendants orchestrated two carjackings, pointed loaded firearms at the victims, and terrorized the victims. These convictions and lengthy sentences should send a message that my office and our law enforcement partners will continue to hold accountable dangerous offenders who threaten the public and commit violent acts within northeastern Oklahoma,” Johnson said.

Hernandez-Moreno, Rumualdo, and Arroliga were found responsible for two Tulsa carjackings in October of 2021.

At 7:30 a.m. on Oct. 26, 2021, Hernandez-Moreno and his two codefendants pulled up beside a car in Echo Trails Apartments in south Tulsa. The defendants exited their SUV and Rumualdo pointed a loaded gun at the victim. Hernandez-Moreno blocked the victim from pulling out and trying to drive away. Rumualdo then demanded the victim give his wallet and cellphone but the victim said he did not have either on him. The defendants proceeded to take his keys and drive the victim’s car away while Arroliga followed behind in the SUV.

A few hours later, the defendants then approached a man in his parked truck at Bristol Park Apartments in east Tulsa. The victim was a maintenance worker performing repairs at the complex when Hernandez-Moreno pointed a loaded gun at the victim, ordering him to hand over his money. Hernandez-Moreno then took the victim’s keys and drove away in the truck. Arroliga and Rumualdo followed behind in the SUV.

Officers were able to find surveillance footage of both crimes from the apartment complexes. The video showed the vehicle the defendants were driving and on the same day, police saw the car driving down Garnett Road. Officers performed a traffic stop to find Arroliga driving the SUV and he was taken into custody. Hernandez-Moreno and Rumualdo were found in one of the stolen cars in the parking lot of the Echo Trails Apartments the next day. They were immediately arrested.
